  • slicing midi notes and glitching

I've been looking at glitching software such as Break Tweaker, but what I think I really need is something that slices midi info, so I can midi program glitch parts, and then trigger samples other than the sounds that are internal to the player.
 
In other words, what I think I have found so far is that vsts that give you the ability to do glitch, seem to work by buffering. They are unable to actually output their midi data.
 
You can get some glitchy effects by using Sonar's arpeggiator, but it is hard to get the variations and manipulation that I am looking for.
 
Any ideas?

Not sure why you would need to split MIDI notes; just shorten the one you want to "glitch" in the Piano Roll View, and Ctrl-drag-copy it or draw more short ones after it as needed.

Yes, I have done that, but it is really tedious, especially when you are constantly varying between triplets, dotted, and shuffles...all with variations from 1/8 notes up to above 1/128ths. I'm not opposed to work, just looking to speed up the flow. It's either Ableton, or FL that has a split function in their piano roll. It doesn't give you results like Break Tweaker, but it is able to quickly split notes.

Maybe try automating the MFX plug-ins bundled with SONAR. Plug-ins like XFer LFO Tool, CableGuys midishaper or the free midi-shape-shifter might be useful. You might find some of this interesting http://www.thepiz.org/plugins/

Holding Alt with the Smart Tool in the PRV will give you the split tool.
