PLEASE EXCUSE MY INEXPERIENCE!! I am also not sure how to explain this, but I'll try. When I'm recording my guitar into Cakewalk by Bandlab and SONAR X3 and I am looking at my computer screen, when I play the first note (while recording)  the note transient draws perfectly in time with the daw grid (again while recording) GOOD!!  NOW when I press stop (to stop recording), when the waveform redraws (renders??) it will move EARLIER in time on the grid. Is this a latency issue??                                                                   I'm on Windows 7 64bit. My audio interface is an Alesis I/O 2 Express , using ASIO4ALL.

It's what happens when you don't use a good ASIO driver. 
Sonar cannot calculate the Round trip latency properly so the compensation is off. 
You'll have to either purchase a better interface with good ASIO drivers or perform a loop back test and manually adjust the offset.
