Does anyone know where Overloud TH2 stores the user presets on the C drive?

I found that location but my individual user presets are not there.
I tried sifting through the manual but could not find any info on the local storage location.

Strange. That's where mine are, named bank001.xml to bank00n.xml.
There's also folder "C:\Users\All Users\Overloud\TH2 Producer" that's for the version that comes with Sonar if you're not using the full version.
 
You could try doing a full search of the C:\ drive for a file called "bank001.xml"

Try C:\ProgramData\Overloud\TH2
ProgramData is a hidden directoryThe banks will be numbered as mentioned above bank001.xml, bank002.xml....
