It may a good idea when not running the current release to mention which release of SONAR is in use by build and name, recent versions show both in the About screen.

FWIW, the suggestion at the Soundtoys site to add/remove a specific path to their plug-ins seems odd and may be ill advised if the path is already part of an existing VST path defined in SONAR. SONAR recursively searches all paths defined in preferences and redundant paths have been known to cause problems.

You do know that all Cakewalk DAWs share the same VST scanner. Unless you completely removed Platinum from the machine and reinstalled X3, you are using some version of shared utilities installed by Platinum (assuming your .sig is correct).  And while the problem may have been initiated by issues with Soundtoys, if this

But immediately it stopped at "Scanning C1 comp mono (0)" and would not proceed.   
I've tried to scan it a couple more times, but it keeps stopping there.  
 

is going on, it would appear there is a problem scanning Waves too.

Yes, I know they all share the same scanner.  Right now I am using Sonar X3, so I'm scanning from there.   I have been using Waves for quite a while with no issues.   As far as I know, it all started when I updated Command Center.  Soundtoys suggestion was after I was having my issues trying to locate their plugins that I had installed.  
 
When I added a path to Soundtoys and tried to rescan it, it would not allow me to.   It stopped and would not continue to scan.   So I don't know what to do.

Greg, if you have any Waves plugs, that IS the issue with the scan not completing.
The scan always worked for me until a recent Sonar update. (can't remember if it was JP, I or H)
My scan would stop in X3 as well as Plat. (the same scanner) It ALWAYS hung on a Waves plug until I uninstalled and reinstalled Waves with their "new" installer interface.
Oh yeah, I also removed all WaveShell dlls I could find before reinstalling. There were quite a few spread around my drive.

Waves WAS the problem.  I deleted my waves plugins, and . . . everything is fine.

Glad it worked.
You can reinstall the waves with the new "Waves Central" and everything should work next time.
