The ini files are used to configure the plug-in during installation. Sonitus Delay presets are stored in the registry at HKEY_CURRENT_USER\SOFTWARE\Cakewalk Music Software\ActiveMovie\Presets\{C54E2D80-F9CA-11D2-8C30-00805FE9FC03}

Steve - you're amazing.  How do you find this stuff?  It's not like ActiveMovie is an obvious crumb on the trail ...

I guess I should add there is an export/import function in the Plug-in Manager to manage presets stored in the registry.

Wow, you guys are amazing... But, it sounds like if I create a favorite setting and save it to "Dan Vocal" and I want to send that setting to someone, I cant as there is no specific "Dan Vocal" file

You can using the export function in the Plug-in manager. The .reg file will include all the other presets for the plug-in though. Short of editing the export file, there is no "single preset save to file" function in the plug-in or the plug-in manager.
