Had similar issues. Had to go to my vst folders and get rid of all old vst dlls like waves 9.2.

If I understand correctly this is as intended.
Are these VST2 versions of waves? If you read the release notes you will see that the scanner now always tries to load even the VST2 waves shells to check if they are authorized. If you had dead versions just sitting there previously it wouldn't try and check them because it thought they were up to date. Now we explictly load the shell to recheck it. This is why you are seeing the error if the dll's havent been properly installed.
 
If you never use the old versions and they are actually bad installs you should uninstall them. The scanner is doing the correct thing by loading them.

Enhancement request. Would it be possible to get the scan to complete without stalling, and then show a report afterwards? i.e. Success/Fail. If fail detail failed plugins and DLL filenames? Possibly have repair options after that to rerun the scan "verbose" for failed plugins.

So, I went to the Waves service center and updated all my Waves plugins to version 9.3 and all is well on my system again.

That sounds like the proper resolution. The scanner was finding obsolete dll's that were not active anymore and therefore couldn't authorize.

Noel: Of course when an update brings to light something that you didn't even realize was a problem, it's frustrating. My initial resistance to having frequent updates was based on this. I have always been reluctant to change anything on a system that is stable and working fine.
That said, I believe you guys have been doing a fantastic job with this! Any work interruptions I have incurred due to an update have been minor and pretty easily fixable. All in all, the amazing updates and upgraded features have been well worth it.
