Just created a new project using a Sonar normal template.
 
Setting note values on 1/4 and snap to grid on 1/16:
 
• Using the pencil to add notes in the Staff View did *NOT* put them at even 1/4 note intervals.  They are at times like 3:01:267 and 3:3:593.
• Attempting to drag-select from the beginning of a bar gave me a start time of 3:1:007.

I would stay away from the Staff View for testing since snap mostly follows the Display Resolution setting there, regardless of Global Snap. But if timeline selection in the TV is still not snapping per the Global Snap resolution in a new project, then something is definitely weird.
 
I somehow missed that you're still on X1. There were some snap anomalies back in that era, but nothing quite like this. Dunno what to tell you. Have you rebooted since this came up?

Hi, there and thanks.  Rebooted many times.
 
1-Staff is important because I do 90% of my work there.
2-That said, dragging, cutting, copying, and pasting in the timeline isn't working right.
 
It appears upgrade is the next thing to try.  This is still an interesting mystery, though.  Code does not just suddenly stop working.  There must be some hidden (intentional or unintentional) shortcut that disables the function.  I was hoping Cakewalk would jump in with some advice, but perhaps it is just as mysterious to them.

I forgot X1 still had the old snap settings arrangement. See this post for a possible explanation/solution:

Thank you but Absolute Time was not turned on.
 
For the sake of completeness, I turned it on and the problem got no better or worse.

Do you have Aim Assist turned on? Just a vague hunch. I seem to remember some kind of oddity with Aim Assist to do with timing but I can't remember exactly what it was.

Nope.  Although I use Aim Assist when splitting clips.  Then I turn it off because the extra vertical line is confusing for my limited brain.
 
Guys, I appreciate the help.  I don't think this one is going to get solved, but thanks very much.
