...I see you have not created a Master buss. 
Those Masters are what control the 1/2  3/4 and 5/6 outputs on your interface, You need a "real" master bus in front of that...

 
The label "Master" on the mains outputs is probably there by mistake. Mistake or not, it's confusing. I reported this a while back and it ended up as a feature request to change it to "Mains" or "Output":

Wow! With all these feature requests that I have contributed to, or voted for, being implemented lately, I almost feel obligated to upgrade.

You got to, Kev, if you are still on X3e as your signature says. By now so many new cool, workflow-improving features are in Platinum (apart from the fixes) that you are really missing out on something

I'm running 3 DAW computers. Upgrading is no simple matter.

so do I (main, backup, live DAW) but believe me it has become so much easier since command center (especially since the update all button of v1.1) ... make sure you set the download path of CCC to a network path or external hard drive so you only have to download once, and the update itself is nothing like in the x3 days (no more click and and wait, click and wait) ...
 
I even kept X3 on each system but haven't opened it in on main & backup DAW for 6 months ... only the live system still runs of X3 (due to pending tests of the playlist feature vs our live setup)

once again i have to thank everyone who took the time to answer my question. i am not, however, clear on responding to everyone so i hope this works.
