I need to send a CC#111 message to a specific point in time and it must have a specificvalue.

Please point me to how I can accomplish this. The manual doesn't address this. Or, if it does, I'm not using the correct search term. 

Google indicates CC#111 is Unspecified.

You can hit Insert on your keyboard in the Event List view of a MIDI track to make a copy of the current event. You can then change the time, type and value of the new event to what to you want.
 
Or you can hit the + button on a lane in the controller pane of the Piano Roll View to add a new lane with the specified controller number, and draw a new controller event at time and value you want.

I don't have any issues with inserting an event or controller lane. But when I do, I cannot (for the life of me) insert a CC#111. I'm guessing I'm being dense. Too many days of tracking, editing and mixing...

In the Add Event Type dialog of PRV you can manually type "111". But for accurate time/value, Event list is better.
