If you have a send in a vocal track that goes to an FX effects bus say reverb FX.  Should the reverb FX bus then go to the vocal bus or to the Master bus?

From a mixing standpoint, it is usually helpful to consolidate common tracks to a sub-buss prior to the Master. The reason is to be able to quickly isolate or mute those sub-busses to work on other components of the mix.
