The main thing that's throwing me is that wasn't an issue on Windows 7. I don't know if its the version of windows or the laptop design as bot versions of windows were on different laptops.
 
Unfurtunatly since I stopped using the last laptop in December, it seems the keyboard has failed so I can't look at comparisons. Can't get past the log in screen.

If you go in Device Manager and view devices by connection you can find the hub that controls the device.
Right click to Properties, then go to the advanced tab. There you will see a button to reset the hub. Further down on Properties you'll see the Power Management settings tab.

Yeah that's been set for Generic USB Hub, USB Root Hub, USB Root Hub (xHCI). The other USB options don't have a power management.

Looks like I'll just have to put up with it.

As others have mentioned, never use Hibernate/sleep, etc.  Basically the PC is either on or powered off.  With a laptop this can be dicey since it will use battery power, if on battery, but not an issue if using AC power.

I wasn't referring to the Power Management - I was mentioning the Reset Hub button which was your original question.

I posted this when I first got my laptop, then buried my head. I guess there were 2 parts to my issues here. One, it not turning on, and two, when it does I have to close a reopen Sonar to use it. I think in returning to the thread I became focused more on the USB device not closing down, so issue two wouldn't be a problem.
 
I did a software update (as opposed to driver) on the quad a few days ago. Although it still switches off, it now switches back on.

I'm also someone that never uses sleep or hibernation in any of our PC/laptops.
They're either fully on or fully off.
Every USB or FireWire device I've ever used has been rock solid.
Currently use a Quad-capture.
