Is it supposed to do that?  Can you make it not do that?  Inquiring minds want to know.
 

Inquiring minds deserve to know! Mine pops up when I close a file, but I haven't seen it pop up over an open file.
Did you load the file using the start screen or the file dropdown menu?
 
If you are not using it you can disable it in advanced preferences.

Yeah, really driving me up the wall at the moment, that.
 
As far as I can work out, the behaviour is "re-open start screen when a project is closed". Which would work ok if the start screen appeared fast. But it's so slow at the moment, that I can easily have got over to the file menu and loaded something else before it appears.
 

I confess I disabled the feature because it was so annoying.

Now that I have it defaulting to my "normal" template I actually like the dern thing for opening the last project I worked on...but...if I open a project from the start screen it pops back up again after the project is fully loaded.

I disabled it because it kept popping up when I closed a project, too.  And, I've discovered that it adds 10 to 15 seconds of extra time when opening projects.  This one is not quite fully baked.

Same experiences here - it pops up to annoy when I have already opened project from the File/Open.  I disabled it and check it again next year after it has been developed and improved further.

It also wont open my songs that have apostrophes in the name titles!

No UTF support.
Internet slows startup (speed it up by blocking it in your firewall).
Displays after you opens a project.
Recent files shows a different order to the previous functionality.
Wondering if lots of project files slows startup (no lazy loading).

.. and to be honest any experienced developer would have had all this nailed if they had the time. These are all too obvious gotchas developers and QA should look out for.
