Thanks for the replies everyone.
I for the most part proved CCC will not allow me to do what I wanted and that is move a non-current Plat download into the CCC folder and install and auth that file.
It appears that CCC only cares about...
1) what it has actually installed itself.
2) the latest version on the Cake site.
So if manually copied Hopkinton, CCC would install that since it is current.
I think this is what Zargg did.
If I had installed Gloucester or earlier via CCC, I could roll back to that.
Since I tried a fresh install of Gloucester on a clean PC , I could not do that.
CCC ignored Gloucester and downloaded/installed the current version.
This is not the behavior I would have designed but it is what is.
 
If the main Platinum pgm is all that CCC will auth, I may just go manual mode for everything in the future.
Anyway, even though I wanted to skip it, I have Hopkinton now.
Now I just have to install all the other things and auth them...DP,AD2,TH2,Melodyne Editor, Fishman TP, Kontakt and a whole bunch of plug-ins.

Yesterday I downloaded Hopkinton.
I installed manually but CCC shown that the Gloucester is the available update. I installed and Hopkinton rolled back to Gloucester...
I installed Hopkinton manually again now Help-About Sonar is showing version Hopkinton.
I think I have to do manually unless I have better internet services.
 
But CCC is not truly checking or hopefully it is taking the data from its own server and from the download and installation details.
 
I am not sure.

I think you can click on the gear icon in CCC (upper right)  and force it to see the latest version from the web otherwise it only checks the web periodically (once a day?).
Since I installed CCC on a new PC, it saw Hopkinton web update right away and would only let me install that.
If you install directly from the installer .exe file, CCC will never see that version as being installed. CCC only knows about what was installed via CCC or what is the current web version (the last one it checked for anyway). In your case CCC only knew about Gloucester even tho Hopkinton was in the DL folder.
In my case it only knew about Hopkinton since I had never installed any version before even tho Gloucester was in the DL folder.
At least that is how it appears to be working to me.
It would be really nice if there was a switch or command to force CCC to recognize possible install candidates from the download folder without CCC having installed them previously.
 
And Bakers, I know you guys are familiar with all the names of localities around Boston but do you think Platinum 2016 can have normal numbers or letters or even the month to indicate versions. Platinum 15.Aug or Platinum 15.8 is a lot easier than Hopkinton or Gloucester. THese are fine for internal use but MS never used these  (https://en.wikipedia.org/...f_Microsoft_codenames) for release.

I had clicked the gear icon for forced check of updated version and it showed the Glue not Hop !
I appreciate your suggestion : if CCC have an option to scan and select from a specified download folder to install from.
 
And secondly naming of the updates : 2015.06, 2015.07, 2015.08 would be fine.. I had check the spelling every time

It's bugged.
Also don't understand why there isn't an update on start-up option. Most people want that anyway rather than periodic sync (who would run ccc all the time? You wouldn't start ccc unless you were looking for the latest updates?). Weird design.
