Per the help guide, the Cakewalk.ini can be configured with the below setting to determine how plugin names are displayed.

VSTPlugInNameFormat=
<0 - 3>
Integer
0
This variable specifies how VST plug-in names are formatted in the Browser, FX Rack context menus, and anywhere else VST plug-in names are displayed. The values are as follows:
0 = VST Name
1 = DLL Name
2 = VST Name (DLL Name)
3 = DLL Name (VST Name)

However, changing this setting via Preferences doesn't do anything. Neither does editing the file manually. Any thoughts?

What plug-in layout are you using? I believe, custom layout names are fixed at the time they are created. The changing VSTPlugInNameFormat definitely works with the "Default - All Plugins" layout.

Ah, good call, scook. I'm using a custom layout. When I switch to the Default All Plug-ins layout, I see that the names have changed.
