No. I would recommend waiting for Meldaproductions Mautodynamic EQ or Ozone goes on sale

What is 'tone matching'? Do you mean analysing the signal and eq-ing specific frequencies?

Pretty much. The plugins mentioned above will allow you to EQ a signal to replicate (to a tolerance of your choosing) the frequency content of a reference. This can be used from as granular as guitar tone matching (if you can get an isolated reference), to the overall ambience of a track.
