Drag the track to the size you want it and then the arrows should work to enlarge or shrink the track.
 

Not being able to simply toggle between minimized and a set larger size, without doing any dragging, as I've been doing for years, is a colossal waste of time.

I think I know what you mean and this is how I "reset" my preferred view maybe someone else has a better way?
 
1. Shift click the Zoom Out Vertical (-) at bottom right corner to minimize all
2. Click the Zoom In Vertical (+) at bottom right corner x amount of times until you have track height where you want it (I do 12)
3. Repeat step 1 to minimize all and have them open as you would like with the arrows

That isn't working. I could make the tracks the expanded size I want with the zoom function, but if I want to toggle between minimized and a larger size I have to minimize each track individually.
 
There has to be a shortcut because only one or two keystrokes created the problem if it didn't happen spontaneously.
 
When I start a new project or add tracks, the default track height on my screen is 1 1/4". I minimize the tracks to the 1/4" high minimum and they toggle between those two sizes.
 
How did the tracks suddenly stop doing that?
