I recently moved a fully mixed song up a full step using Melodyne and it turned out great.  I was surprised.

Any Wave editor will work. Sonar too but it's faster in a wave editor.
Wave editor= Open , render,save. 
Sonar= Create template- insert audio track, import audio, three menu clicks and so on.. 



Actually, it's:
 
Sonar = drag clip into SONAR track view from browser*, click to select, choose Process > Transpose, choose transposition amount and algorithm, done. (At least that's how it is in Platinum, and I think Professional too.)
 
In a Wave editor, you still have to import the track after opening the program, select, and choose from among the various transposition options. The quality of the transposition algorithm will vary, depending on the editor.
 
I don't quite understand why someone wouldn't use iZotope's high-quality stretch algorithm that's already available in SONAR, unless you have a version without the Transpose menu option.
 
* You don't need to insert an audio track; SONAR will create it automatically. And if not running as administrator, you can drag directly from the desktop.
