There's no need to reinstall Dimension Pro (or Rapture) if you have the latest version, which if you're running X3e, you will have.

I was thinking that but the command center didn't seem to see I had them loaded.

Step through every manual setting you can find in the command center and you should be able to get it to install just like the old version, when it finds your current setup and uses all the current setting, paths, plugins, etc.
 
If you re-instal Dim Pro you'll end up with Dim Pro files on your C: drive again (of course, that's not a problem, just annoying for some folk).

If your transferring to an offline computer you don't need command center. I don't use it. Because I have a very limited internet connection I just download everything from my account to my laptop at a friends house.  I then transfer to my daw and install what is only what is needed.
There are  "installing Sonar offline" instructions somewhere, use that. You can't use command center offline. So there's an offline tab in the menu and a special activation procedure. 
Sonar is no problem but good luck with Adictive Drums and Melodyne. I think I had to go on line for those to register. So I just don't use them.

Yep, mine shows the same.
 
All CCC is saying is "hey, you haven't installed DP via CCC yet"
