No. The device has to be connected or Sonar will choose the next device.
If you don't need to actually play and hear the projects then you could try disabling all audio devices.
I have a laptop I only use with my Tascam interface and the on board is disabled. When I open Sonar the Tascam is still the audio device even if not connected, but everything is greyed out.
I record my band into the laptop/Tascam system then I transfer to my main DAW for editing and overdubs. That system uses my Scarlett interface. Cool thing is the outputs remain the same because both interfaces are 1/2 3/4 and SPDIF. So I rarely have an output issue. A few times it defaulted to the SPDIF output but 90% of the time it stays with the 1/2.
But it sound like your trying to set up your system for live playback and recording. I'm afraid that if you need to work with any projects the only solid solution is to always use the same device and have it connected. Example if your trying to make a template for recording you won't be able to assign the X32 inputs to tracks unless it's connected.
