I thought I would bring this up to find out what people are using the "Insert Meter/Key Change" option for.
Is it just for following along with the meter/key view?  Does it add any functionality?

Think about composing a classical piece where you need to change and visualize, the change of dynamics (tempo/metric and key) across the entire composition or just in fractions, in fact i used that function to set different tempos and key change to a electronic/progressive track for a violinist with i'm working on.

i get changing the tempo, but still not the key.  What's it doing for you inside of Sonar?   Is it just for the Staff View?

I change meter all the time.  If i need a downbeat to land on a picture cue while scoring to video I might add a 5/16 measure to get it to happen.  I have it Keybound as I use it 2 or 3 times an hour on a normal day.
 
Key change is something I use less,  but if I'm going to work with live musicians later (staff view)it becomes a very valuable.

+1 to both meter and key change comments above.
 
I have single projects with more than 20 meter changes, and I use them and key changes for notation purposes for scoring midi, and I also use meter changes because Sonar is being set to line up on measure/beat boundaries, not on absolute time-based boundaries.
 
So, things for me need to properly line up to beats within measures, and measures in the project.

I never set the key but I often insert a meter change. Some songs are basically in 4/4 time but have transitional sections with maybe an extra beat in one of the bars (5/4) or a short bar (e.g. 2/4).

I don't quite understand the question, to be honest.
You use the Key Change when the key of the music changes and Meter Change when the meter changes.
Those have always been some of the fundamental things in composing.
They are not gimmicks but normal tools for a composer, daily tools for one who does
other than rock/pop. Notation can get really fiddly if you don't know how to use those (I don't :o)
People use these features just like you use a screwdriver to attach a screw.

Ah, but as said above, inserting the Key change allows groove clips (and any acidized file) to follow the key changes.  You can use a bass clip doing a pattern and use it for different keys.  That is certainly easier than finding another set of bass clips (or whatever).  That is the only reason to insert key changes - if you are playing a song live and recording you don't need to insert nothing.
