This is probably the best and most complete vid tut you are going to get for learning Sonar...

It is currently $52 so I'm not sure what the exchange rate is right now between the BP and USD however that is FULL price. It goes on sale from time to time.
 
This is the one that explains all the instruments, samplers, synths (as of X3) and is much less expensive but does only covers the basics of setting up tracks for those instruments. It is quite a bit less expensive though and extremely useful.

This one covers effects but considering your budget and the fact it is getting a little outdated (some effects have been removed and newer ones are not covered) it would be a lesser priority until you get into mixing. It is also really expensive right now for some reason. I snagged it for like 12 bucks or something but it is an awesome vid so keep an eye for a sale...

I am not sure how thorough the Groove 3 vids are because I don't own them but in my experience Karl is EXTREMELY in depth and covers pretty much EVERYTHING you could need and gives you enough insight to be able to effectively search the manual and ask precise questions on the forum. Essentially it's like a visual tour/explanation of the massive user/reference manuals with audio examples. Very useful. A lot of other stuff is more scattered and trails off into specific areas while neglected other important stuff.

What may be helpful is examples of the kind of rap you were trying to create. the process for creating modern radio friendly rap and boom-bap are very very different.  Not trying to contradict anything beepster has said.  he's a super helpful guy, but the videos may be little help to you regarding your original question.  These vids will give you a good foundation on cakewalk synths and  sonar functions in general, but very little of it is rap oriented. The Craig Anderton videos, articles, etc on loop based production may be slightly more useful:

These are old but the functionality regarding loops  still exists in Sonar.  On his advanced workshop video, there are sections on looping and time stretching. these are not rap specific but are techniques that may come in handy for certain rap subgenres far more than anything in the groove 3 or SWA videos. the idea of using the step sequencer and matrix view to crank out hip-hop sounds good in theory, but i would be shocked if anyone on this site has actually put that theory into practice on a regular basis. in defense of the matrix view, it never claimed to be a hip-hop weapon of choice.  If anything, it is more of a variation of an Ableton-like performance feature that can be used to trigger basic loop arrangements. Arguably it may be more useful to a dj than a rap producer.

Then there's the step by step written tutorials with supporting audio files included in the Cakewalk Content folder.

Access the Tutorials by opening Sonar and pressing F1. That opens the help file at the tutorial page just go through them.

Thanks for all the excellent replies , On top of this and learning Italian i have exactly no free time ! oh well it certainly beats recording myself and guitar in one take using Audacity :)
