What I DO know is X1 contained several color listings that did not apply so in later versions some of these were removed.



This is 100% correct. Among X1's quirks, one was that a lot of color options didn't actually do anything and were sort of "legacy" color stuff from 8.5. That got cleaned up in subsequent versions.




 
So allowing clip background colors to be set by default is legacy?  removing options is a good thing?   this is a major gripe i have with the software right now, along with many others.

You can set clip backgound colors to anything you want.
 
Removing options is a design decision but not all removals are permanent, and some are precursors to improvements. For example the 8.5 control bar was far more flexible than the one in X1. But now the control bar in Platinum is far more flexible than the one in 8.5. Many color option changes didn't make it into X1 but were restored in X3. Besides, if you want to go nuts with colors and customizations, there's Panup's Duckbar which takes things further than you could go in 8.5.

With the X-series, you can use the Inspector to change the background of all clips in a track, as well as change the background colors for individual clips in a track - they don't have to be all the same color.

I didn't say it was an improvement, I said it was a design decision. It may be too complex to have options to change each clip individually and have a "global" change, because then you have to set up rules about which one will overwrite the other. 
 
Personally, not having a global track background color option has not impacted my workflow at all when creating music. I use the defaults unless I need to change something; I don't want to take the time to mess with the colors, and the defaults work for me. When they don't, I can change them.
 
Again, if you want extensive customization options, use Duckbar.
