So I assume you are using VST2 ??? I think VST3 was not supported back in X2 ...
 
Well, last time I tried (2 weeks agon in X3e) I could map everything in VST2 and VST3 doesn't work ... see also

trouble is that WAVES VST3 cannot be mapped correctly in Sonar X3e / Sonar Platinum... and also have problems if used in FX chains ...
 
WAVES only officially supports VST3 for Sonar X3e / Sonar Platinum ...

yet WAVES claims they cannot reproduce (which is what they replied to the support ticket I opened with WAVES) but I think they just don't understand these Sonar features well enough to get the point ...
 
... and I can't be sure if it's really WAVES fault because other plugs have been mentioned which show the same issues when used as VST3 (http://forum.cakewalk.com/FindPost/3184431) ...

However, I have tried VST2 (see posts above) and VST2 works as regards ACT mapping... BUT be careful, WAVES officially supports only VST3 for Sonar (been reminded of that today by WAVES support) and there were issues with VST2 WAVES in X2/X3 (GUI related issues if I remember right) ...
