For workaround there might also be an option to set the max number of insert rows to display. The fewer the sooner you get a scrollbar.
 
EDIT: My bad - this settings is for sends only. FX always adjust to max used inserts it seems - or is there a 5 limit?
 
I guess this is a bug/oversight of calculating for the new feature that adjust to not more than number of inserts - and diverse screen resolutions. Don't remember if you can turn that off and set whatever height you feel is safe - like in the old days. All automatic stuff should be able to disable.

I had to check, but I can only see one FX in console view.  It is a surprise to me that ANYONE can see a list of FX in Console View.  Really?
 
However, I never use console view to manage FX, I use Track-ViewAll and widen the track area so the FX bin is visible.  In fact my primary layout is Console View on the right monitor, and Track view (with FX bins showing) on the left.  Never had a problem.

With my "usual" arrangement (see above), if I pull up the divider that separates 'tracks' from 'buses' in TrackView, and click the "Bus" button in the Inspector ... I can add 5 effects to my master bus and each time it expanded to make each visible.  On the 5th Bus effect, the little (+) plus sign disappeared, but by going to another Screenshot, and then back again, it re-appeared.  Bottom line it seems that I can put 4 effects on a Bus with no problem, but beyond that it gets a little squirrely, i.e., with 6 FX on the bus I can't make the (+) plus sign come back.  ????

This has always been a problem and needs an overhaul. I have the same thing with the plugin menu on my second monitor. They really need to enable mouse wheel support for pop up menus although I suspect they're using an old menu widget that's been around since before mouse wheels took off (just a guess).
 
However you can scroll down the list using the up/down arrow keys and so that's what I do. It's annoying though.

I tried, and the mouse wheel scrolls the Bus FX bin into view in TrackView, and it also scrolls the strips in Console View.

We're talking about the floating plugin menu that appears when you insert a plugin. The mouse wheel does not scroll it.

What about creating your own plug layout? You could customize how many folders you see, and it would all fit on the screen, right?

Thanks overdub: I have it set at the highest resolution. 1600X900. It won't accept anything any higher. My main monitor (With the track view) is at 1920X1080.


this is a windows issue - the quick and dirty fix is to open your display properties and align the smaller monitor to the bottom of the larger one...
