I'm pretty sure the monthly option works in 12 month intervals and not at any random month in between that a person decides to leave the program.

Monthly option should obviously work in 1 month interval, otherwise it should be called "yearly" option
And in case I pay 18 month, that means I have payed last 12 months as well. There is no info we should start in January, so it should work starting from random month as well.

As far as I can see, that doesn't say anything about the "discontinue membership after 18 consecutive months" scenario.

As Dan and Bapu say, you get to keep what you have at the 18 month. But if you come back, it starts over.

And if they did it that way, would it not severely encourage us to all let our membership lapse between the end of 12 months and whenever the next really desirable release came?

In an 18 month pay plan you already have paid for 12 months. You have that unlocked working version (as of the 12th month). You are effectively now (month 13) on a new payment plan and stop at 6 months. Implied in the only pay 6 moths scenario is you revert to demo mode.
 
BUT, since you have an unlocked workable version (albeit 6 months old) you should and would revert to that.
 
Simples.

So, once again:
I start pay monthly NOW, and you start to pay monthly 6 month later. We both stop in 18 months from now.
 
By your "simple" logic, you are allowed to keep the latest version (you will just finish your 12 month cycle) while I will be reverted to the old version. ???

Even more... if I stop after 5 month and restart one month later, I am able too keep the latest version. But without one month "skip", I am not
