I expect it would be fine but have not tested it. Maybe work with one folder at a time in Program Files first and verify each program.

No, shortcuts are not the same as directory junctions.

This is true and it can be done prior to installation. For example, to relocate the dimpro multisample folder to s:\samples\dimpro\multisamples, run cmd.exe as administrator and issue the following commands
  1. mkdir "C:\Program Files\Cakewalk\Dimension Pro"
  2. mkdir "s:\samples\dimpro\multisamples"
  3. mklink /j "C:\Program Files\Cakewalk\Dimension Pro\Multisamples" "s:\samples\dimpro\multisamples"
 
When CCC installs DimPro, the multisample data will be written into "s:\samples\dimpro\multisamples"
 
The same operation may be done after installation by moving the Multisample folder to "s:\samples\dimpro\multisamples" then issuing the mklink command.

I just tried this out to move my Dimension content to a separate SSD (new Win 8.1 install), and it worked great!
 
One "quirk" when installing DSF add-on sound packs after performing the mklink command ~
The DSF installers would simultaneously install their samples in both the default Cakewalk/Dimension installation folder, AND in the folder specified by the mklink command. 
 
I was able to delete the samples from the default folders and everything worked fine; just a bit odd that I wound up with double installs in separate locations....
