I started life in the Cakewalk world with Home Studio 6? it was 2004 so what ever was back then.
Anyhow it certainly does transpose midi, this is a basic feature since the dawn of sequencing.
The parameters for this have not changed over the years.
Highlight all but the drum track and go to process /transpose.
The alternative to this is open the midi track properties and there's a Key box there. This is not as good a method for editing as the notes show in the original key still on piano roll.
The help files have all the info if I'm wrong. it was a pretty easy program to use.
For the fine tuning you'll need to tune each synth using it's GUI interface. I cannot say if yours have this option but most of the ones I use have a tuning option that is default to 440. Just like a real hardware synth.
