I am using Rapture, driving that with MIDI.  The CAL program "VARYVEL.CAL" actually works.  Thanks Scook.  I entered the LOW velocity limit and the HIGH velocity limit, and there ya go!!  Works.
 
The Midi Velocity Plugin will not work with a soft synth ... I even tried inserting a MIDI track, sticking the plugin in that, and try to drag it into the Softsynth track.  Nope.

Sure it does. I use it on soft synths all the time.

(I'm not at my workstation right-now so I may have the names wrong) If using split midi/audio tracks just right click the fx-bin of the midi track and choose velocity from midi-fx menu. If using a simple instrument track then select the track, open inspector, click the midi tab so you're using the midi part of it, right click in the fx-bin and select it from midi-fx. Now whether it'll do what you want it to is a different story.

Well I'll be a monkey's offspring, which, of course, we all are.
 
I highlight the midi sequence, open the clip-fx-bin, add the velocity plugin.  Sweet.
