If the year's last updates are buggy then the users may feel they are not receiving a full stable product and feel forced to continue the membership in order to get the product enough bug free. On the other hand a year is a long time so the possibility of this happening is pretty slim.
Also can those who have no access to a credit card buy Sonar with monthly payments?

I would like to know  if 'bug fixes' will be available to non members after the first year just not 'new features'?
 
For example if a 'new feature' is introduced in month 12 of subscription and it is bugged then the only way to get it fixed is to renew your membership?

So when can we pay for the latest version?

Updates of any kind will only be available to users of the current product (aka active members). It is no different than updates after X3e and the new version of SONAR, X2a and X3, X1d and X2, 8.5.3 and X1....
