It was and is in Sonar. Depends on the version of Sonar which Rapture you have. Producer has the full version.

Kontakt is probably your best bet if you want something advanced to work with but it will take some scripting. There are whole communities dedicated to just programming in Kontakt.

Geist is a great sampler - primarily a drum machine but you can use it for almost any sampling task (provided it fits onto Geist's 16 pads, each of which holds 8 layers of samples). You can edit samples, apply envelopes to them, pitch and time shift etc. It comes with a full set of internal effects which you can apply to pads, layers or the entire "engine" (of which there are 8). One of the effects is a bit crusher which is great for the crunchy lo-fi sound you're looking for. You can also program patterns within Geist and indeed you can sequence your entire song in its song editor.
 
If you're looking to create complex instruments then maybe Kontakt would be the better choice, but for sheer usability and convenience, few programs come close to Geist. It really is an amazing piece of kit.

Thanks, sharke! Downloading the demo right now. It's a bit pricey, but seems to be exactly what I've been looking for. Also dowloading a free one called ELASTIK 2 Player by Ueberschall to try it out.

Look out for Geist on sale occasionally. I think I got it for $100 or so.

I'll keep my eye out for a sale, but if it doesn't go on sale soon, I might have to bite the bullet. It's exactly what I was looking for!!!!!!!!!!!!

I have not seen Geist go on sale in a while now, and it used to do so about every 3 months. Be sure to get on their mailing list and also check audiodeluxe.com as well (but I think they coincide). Geist should be due for a sale, but most of the Christmas deals were "bundles" so they may be altering their marketing strategies.
