This seems to be an old thread but I just came across it because I am having the exact same scenario on my new install of SonarX3 64 bit on my HP Pavilion Windows 8.1 64 bit machine. (540 Gig HD free space with 8 Gig Ram)
 
the busy message refuses to stay away. I remove it but it always comes back.
 
Thing is it doesn't seem to cause any problems. It's just that I know it shouldn't be there.
 
I checked the Aud.ini & I have those set as suggested. One thing I did notice is that the Cakewalk.ini file appears to be completely empty.
