My desktop (in the UK) version of Sonar X3 using a MOTU 8 x 8 midi interface work fine, so I'm pretty confident on how to set the midi interface with Sonar.
 
I have now also installed X3 on a new laptop (Windows 10) to take to my Spanish place and I have purchased a Midisoprt 4 x 4 anniversary edition interface to work with the laptop.
 
Sonar recognises the Midisport ok (USB indicator glowing) and the 4 input and output ports show up correctly in midi devices. However, although I can correctly select the midi inputs and outputs in a project, the LED port indicators on the Midisport do not show the input routing to the selected input and NO output routing at all. So, no midi data being sent to the outboard boxes.
 
The only  LED indicator active on the Midisport is the A input, there is no activity showing for ports B,C or D and the output activity LEDs show nothing at all on anyoutput. 
 
I've uninstalled and re-installed Sonar X3 and the Midisport driver with no effect. Can anyone suggest what might be wrong before I but another midi interface to eliminate that???

Have you tried hook it to your PC instead of laptop? Coz to me it sounds like the USB port does not supply enough power to the Midisport. Just a thought...

One thing that comes to mind, the MIDISport interfaces have always been finicky about what port they were originally connected to during installation.  That is, if you connected the interface to a specific port during installation, but at a later time connected it to a different port, it will not work properly.  I am not sure about the anniversary version, but it might apply.  Is that a possibility in your case?

James, I haven't tried hooking it up to my desktop yet. My racks are so crammed with wire I was hopjng to avoid that.But maybe it's time to try that. I could also try connecting the Midisport through a powered USB hub
 
Tecknot, I've run into the "must use the same port" problem before so I was careful about using the same one each time.
I'll try the midisport on my desktop setup first and try an eliminate the interface.

 My MIDISPORTS 2x2 and 8x8 don't like to be plugged into USB 3 ports.
 
 Another good work around that worked for me I've found was to reinstall the drivers and plug the MIDI sport into a different USB port after a reboot.
 It's also good to let the computer sit a few minutes to fully boot up. Windows may ask you if you want to allow the drivers to make systems changes, click "YES".

Steev, thanks for the suggestions.I had tried most of them, without success.
 
I hooked up the 4 x 4 temporarily to my desktop set up and it worked fine - all inputs were correctly routed to the outputs and the outboard boxes worked fine. So, it's not the Midisport 4 x 4.
 
As I had the system in bits, I hooked the MOTO 128 Express to the laptop. All 8 I/O showed up in the midi preferences box, and selectable in a project, but NO midi out activity showing on the Express LEDs.
 
Conclusion is that something is amiss on the USB bus between Laptop and Midisport which is stopping midi data reaching the 4 x 4. 
 
Now if anyone knows how to fix that, I'd be pleased to know how!!

 If your Moto Express is the buss powered version than you most likely need an external power supply.
 A decent powered USB hub should do it, but Newegg sells a good rechargeable battery powered USB power supply for portable power for about $30 (us) that'll stay charged 10x longer than any laptop I've ever seen.
 I use one for recording audio and MIDI to my Samsung Galaxy with the Audio Evolutions DAW app. for powering a Focusrite Scarlett 2x2 using phantom power for 2 Audio Technica AT4040 large condenser mics, a MIDISPORT 2X2, and an Edirol PCR 500 MIDI Keyboard Controller all wired to an unpowered USB hub.
 The battery PS helps keep the Galaxy smartphone alive, but it still dies within approx. 4 hours, but the battery power supply running all the rest of the gear alive and well and is only about 1/2 discharged.
