This may exist but I cannot find it in X3.
 
In old versions there was a playback toggle on the menu bar that allow playback at 1/2 speed, regular speed, and double time.
 
In lieu of changing the meter does this option still exist somewhere?

I used to export audio, and then use Windows Media Player's options for playback to do the half-speed thing.
 
I long-ago switched to using some inexpensive software (The Amazing Slow Downer) that was something like $49-$50, and it allows all kinds of control over playback speed - without changing pitch, plus you can loop sections and all that sort of thing, which I always found great for figuring out some of the speedier parts of people like Keith Emerson or Allan Holdsworth.
 
But I think the Windows Media Player playback options do work, in any case.

Yes, early on in the Cakewalk days (5 1/4" floppy disks) and newer there was this feature. 
 
It was great for to reasons:
 
1) a complicated passage could be played at a slower pace for rehearsal or recording.
2) when listening to a complicated passage it was easier to identify the mistakes or notes just didn't sound correct in regards to timing, velocity, duration, etc.

You can simply use Audio Snap to have all the tracks play at a slower or faster speed with no artifacts at all, even going from 80bpm to 12bpm

Using the Tempo Toolbar
The Tempo toolbar displays the current tempo and lets you change the tempo as shown below:

I seem to remember that toolbar from earlier versions as well.
