I'm trying to set up up/down track navigation using buttons on my surface.  I would like it to work like using the up/down arrow keys on the keyboard.

There are the "previous track" and "next track" options, but they do not seem to do anything when mapped to buttons.

Note: These buttons are not act enabled because they are global to the entire project.  I have searched the entire list for something that would cycle through the tracks and have not found anything that works.  Any ideas?

I think you are looking for "next selected track". "next track" move WAI region to the next track...

PS. this and many other commands are described on my site in "ACT MIDI Explained" tutorial.

Cool.

ACT/SONAR has the advantage in sonar that controls can be overloaded to operate any plugin.  I like the Mackie Control, but the weak part of the MC is its (in)ability to operate all the different plugins.

I am using my Axiom61 and several ACT banks to emulate Mackie Control type functionality.

Any idea how to slowly move through a project (scrub) using ACT without a jog wheel?
