I have replaced a snare drum from a live recording with a sample. Does anyone know if there is a a way to export the transient levels from an audio clip and apply them to the replacement sample?

I would use Audio Snap. Using the treshhold to find all relevant transients. You can then copy the transients to the clipboard. Next use this clipboard transients to make midi notes to trigger your sample. There's a blog entry:

There's a good way using ARA:

That's the method I used, does copying the transients also copy their peak level?

I don 't think so. You just get the start points for the midi notes. You have to edit velocity or levels manually.
Might be possible in theory to analyze the level of the transients and translate them to midi velocity for example. Maybe a task for 'Features & Ideas'?

I would slap your favorite snare comp or transient shaper on the sampled track and dial it in.

I would absolutely use Melodyne with percussion algorithm for this and drag it onto a midi track. You get full dynamics although obviously you may have to edit some.
