Does Sound Center come with Sonar X3(Producer)?  I have Sonar X3 Producer but I don't see the Sound Center interface.

Yes, Cakewalk Sound Center comes with all three versions. You can see a feature list here:

It should be listed in the Insert > Soft Synths menu.

Can you please post back with what you are doing when you are trying to find it and are not?
 
It should be just another plugin from the Browser Pane ('B' on your computer keyboard will toggle on/off display of the Browser Pane.

If you kept the default plug-in menu layouts and never and never setup custom plug-in menu layouts:
 
Yeah, it should be in the Browser under Plug Ins>Intruments
 
Or go to the Synths tab of the Browser, click on the + sign and go to Insert Softsynth> VST2 and it should be listed under there.
