Wish we can create folder[& subfolders] within the plugin manager and drag and drop according to our convenience. Just like we do in outlook.

This is how I manage my VST2 folders by installing them in a specific structure.  Makes them easier to find.  I tend to sort by developer though, and that's not always convenient for searching by the function/type of processing.

VST3's auto-sort by category is nice,  with common categories.  Sometimes certain plugins make a duplicate Category that's misspelled:
"Analyser" and "Analyzer" are what I keep running into :/

My suggestions:
1. Eliminate unnecessary plug-ins list refresh. For example if you press VST Configuration -> Options, even if you only look at it and press cancel, all plug-ins list will update and redraw, and it wastes much time. Really VERY annoying.
2. Functional folders in custom layouts. I always use custom plug-ins layout, and there is big problem when new plug-ins are installed. I have to change layout to default to try it, or to go to the plug-in manager, find new plug-ins (difficult), add it to my layout. I'd like to be able to add to my layouts functional folders:
a) Folder that shows the whole default plug-ins layout inside itself
b) Folder that shows all plug-ins that are not included in current layout
c) Folder that shows all new plug-ins (by some criteria, for last month, or 6 month, or something else)

I have
created a Folder and subfolders in plug-in manager
Selected some plug-ins and <Add Plugin>
They got added within the folder as shown
I have saved that as a .pgl file
But now the folders being visible no plugins within that.
I had closed Sonar and restarted.
 
I had tried to paste the screen shot: It shows unexpected error.

Suggested features, enhancements, and bugs:
Window resize saved on exit

Color coding of plug-ins to determine if they are or aren't part of a given layout (ex. Green if they are ready if they aren't)

Plug-ins don't always show up when attempting to insert in fact into track even though they may actually be visible within plugin manager.

Option for a directory / tree structure layout instead of just a list populating itself everytime you want to view "VST instruments" or "VST Effects" or "VST3" versions or DX etc..

This would come in handy to more quickly find and manually exclude plugins in a given repository (especially for someone like me who uses a global VST directory.

Ex:

/VST >  >3x32
  >3x64
  >32
  >64
    \\Folders categorized by developer

So, for example - Waves plugins use WaveShellx and come in VST 32, 64, and VST3 32 & 64 flavors..  Since I use multiple daws on occasion, I prefer keeping a global VST structure like this so that no matter what architecture or format I need to work in, the repository has all the various types installed in their respective locations.
 
  I could manually add the individual folders of each "developer" and thus ONLY add the 64 bit VST3 versions so that I can save on Sonar's scan time and it would have less work overall...  But, the downside do doing that is when I have to cater to developers that either haven't updated their plugins or that I haven't purchased upgrades or newer versions of, and only have 32 bit VST2 instances and that would still "double" the number of directories I'd have to go in and manually add.. 

The tree view option would definitely simplify the endeavor greatly.
