Make sure that your Windows 8.1 is fully updated.  A lot of people have problems if the C++ libraries are not up-to-date.  This problem usually happens when trying to run MC but has been known to cause problems with the installer.  Don't just assume that running Windows Update has your system current.  You need to look at the logs to make sure that update is not having errors.
 
No need to buy special anti-virus software, the Microsoft standard ones are fine (but may need to be tweaked for performance reasons).
