Anyone care to provide some tips or guidance? Specifically, how is the delay added to the second track (using what plugin, ettings, etc.)

You'll need to insert a (mono) delay VST into the FX Bin of the second track.

As far as the settings go, try these:
 

 
 
To get the full effect, don't forget to pan one guitar track hard left (100%) and the other hard right.

Is Cakewalk Sonitus: FX Suite (the add-on now selling for a mere $19.99) the right one? I think it must be.

Sorry I haven't replied until now.

Any half-decent VST delay plug should work for you, as long as you're able to set the four most important parameters:

• Delay time: 26m/sec
• Dry signal: 0%
• Wet signal: 100%
• Feedback: 0% (or as low as you can set it)

The screenshot is of a very old Cakewalk delay, I only really used it to show you the setting.
 
The Cakewalk Sonitus Suite is an excellent set of effects, and for $19.99 a real bargain. I'd highly recommend your getting that deal, they really are very useful plugs.
