I am trying to find a simple VST to alter voice files. I wanting to create the classic cylon, robot, evil sound. Or any suggestions to accomplish this task.

Check out Izotope Nectar 2. It can do lots of these types of voices and I think is available as a free trial without any of that ILok hassle. It also can do just about everything for voice but is underappreciated, I think because it is so easy to use and affordable. It would definitely be my go-to if I were stuck on an island and could only have 1 voice plug-in.

I'd try the demo thoroughly first though. It's (oddly) not engineered for Sonar/Cakewalk (confimed with their Support people) but I managed to get it to work fine for a small vocoder effect I needed on a couple of words.  I didn't buy the full version because I thought for a relatively new and sophisticated product the artifacts were too plentiful for my liking, and nothing like the video demo.  I also have Nectar https://www.izotope.com/en/search.html?q=nectar which I bought for making vocal harmonies, but hardly use it because again the artifacts are awful and the harmonies it makes pretty useless.  I love Izotope's Ozone tool but the above products don't measure up to that standard IMHO.

I was going to suggest Vocalsynth too.  Regarding Skyline mentioning the not engineered for Cakewalk issue, that may be the case but I've been using version 1 for almost 3 years now and it runs very smoothly for me.  I even used it for a project in CbB with no trouble at all. I don't know how version 2 would work in it though.  I'd suggest to try the demo.  Skyline also has a point about the "artifacts".  You need to use a noise gate with it because it picks up every little background noise (and I mean every little.  If you move your hand against a chair you'll hear it and it will come through in a mix too).
 
Another suggestion I can offer is Vocalizer Pro by Sonovox.  It works something like Vocalsynth but is much cheaper ($50.00 USD).  You can demo this for 30 days at Plugin Boutique.

Skyline_UK's suggestion of Izotope's VocalSynth is a good one - it's like a vocoder on steroids. You should be able to find free alternatives however.
 
Nectar 2 is more of a suite of traditional vocal effects, i.e. eq, de-sser, pitch correction, compression, reverb etc.
 
Antares EVO Throat / EVO Aspire are another type of effects, that change the character of your voice - i.e. make it deeper, change gender, add rasp or breath etc. It's good for making you like some one different, but it's not necessarily the best tool for robot type voices. Evil type sounds... definitely within its cope.
 
Finally, for really artificial voices you could try Plogue's AlterEgo, which is a VSTi that sings lyrics. There's 2 or 3 basic "vocalists" that you can the character of substantially. Basically you cut/paste your words or lyrics into the VSTi and it sings them to the tune you play on your keyboard.

No, but the top end version allows you to adjust the harmonic series, and combined with forment moudulation will be in the same ball park.
 
Neither are a cylon, robot voice though
