I've probably asked this before but, for some reason Cake's soft synths do not respond to some PRV controllers like CC:1-Modulation and a few others. All my outboard synths do. Dimension Pro, Rapture, Drop Zone all fail the test.
 
The project was created in Sonar 8.3 32 bit. It is edited and resaved in Sonar X3 64bit.

For example in DimPro, Have you checked MIDI Matrix (one of the buttons right from the preset selector)?
If there is no "CC 1 ..." line, that program does not know what to do mod wheel (most standard DimPro presets do not have that defined).
 
It works fine for me in DimPro under Plat.

Yes, it depends on the program. Often DPro/Rapture include mw in the name if it responds to the mod wheel

I started with an old soundfont file, converted it to sfz and loaded that into the synths. Is there supposed to be a line in the sfz file telling it to respond directly to cc1? Coding gets complicated for me.

The synths are not GM and do not have a preprogrammed response to CC1. The plug-ins can use sfz opcodes, the MIDI matrix and MIDI learn to respond to CC1.
