Does anyone know of a synth and/or preset that can recreate the sound at the beginning of Steve Miller's Jungle Love?
(Not a sample, but an actual synth preset)

If you have a Nord, there is a preset on their user forum for the Jungle Love Intro and Whistle sound.  Not much other information out there based on Google Search.    Best guesses on the synth type was an ARP 2600 or Roland SH-2000.  
 
The instructions for the Nord Patch may give you some clues as to how to re-create it.  It says, "Steve Miller Band's "Jungle Love" intro - 3-split program.  The lowest split is the first synthesizer, start with the "REL/DECAY ENV MODE" at about 9-10 o'clock and hit/hold two adjacent notes simultaneously, then slowly turn the knob clockwise to slow down the pulse.  The middle split is the synth "whistle", hit quickly as in the song."

Thanks Mark, yeah I saw that post in my extensive Google searches.  Unfortunately I no longer have my Nord (I had to sell it when I was having financial difficulties...still regret selling it.
So far, I've been just experimenting with my various soft synths, trying to come up with something that sounds close.

Hey Kamikaze, thanks for the info.  It looks like Korg is selling a legacy bundle of virtual synths that includes the ARP Odyssey.  You can buy the whole bundle or separate modules.  The ARP module is only $69, it's got some great sounds (which I'm hoping includes that Jungle Love sound I'm looking for)

Lucky find, seeing the studio session started with a close up. I watched a live version before and could see a Nord and anther big keyboard, so I guess they just trigger a sample live.

I have a live concert (audio only) of Steve Miller from Giants Stadium 1978.
And during "Fly Like an Eagle", the keyboard player uses that same sample (from the beginning of Jungle Love), in the middle of the song, he goes crazy with it, plays it like 6 times in a row.  It sounds really cool.
(That's one of the reasons I was originally asking about it)  Steve Miller liked it so much, he told the keyboard player "That felt so good I wanna do one more". And he did.  LOL!

This might be it.  Or very close...
 
Saw that pic of the ARP Odyssey, so I started playing around with my TimewARP 2600.  Found a preset in the 'Default > Sound Effects' folder named 'A Laugh to a Cry'. 
 
Here's a small mp3 sample of me hitting one note, like in the band video.  No knob twisting required!
