I'm on a 4k monitor... so the text in your picture is somewhat small.
 
Looks like the high DPC Latency is the result of your video card.
If you haven't already, try installing the latest driver.
If that doesn't help, you can try different "builds" (previous versions) to see if one is better behaved.
Worst possible scenario, you can swap out the video card.
 
If changing drivers doesn't help, uninstall the video driver... and test DPC Latency using the generic VGA driver.
If DPC Latency is now low/consistent, I'd swap the video card.

Look for a power saving feature on it as well. Even if it isn't a laptop, it might have a power saving feature you can disable.
