I seem to remember a feature in Sonar at one time that allowed you to filter specific beats? I'm trying to normalize some MIDI drum tracks. For example, it would be extremely handy if I could select all the snare drum hits on 2 and 4 so I could set them to the save velocity. 
 
Did this get removed from Sonar at some time, or is it another DAW that I'm thinking about (and that DAW would have to be Opcode Vision - if that tells you how long ago it was that I used a different DAW).

In the Piano roll view click on the Piano roll on the Left on the Snare Key (normally D1), then all D1 are selected and you can adjust the velocity, fastest way in the note inspector, just click in the velocity field and type in the wanted number.

Got that part. What I really am asking is if there is still a way to select just the snare drum on beats 2 & 4 thru the filter.

I think that if you have snare on beats other than 2 and 4, you'll have to go through the track and select each 2 and 4 hit individually to edit them.

Is there not a CAL script to select Every other note or some kind of syntax code thing for making custom pattern selections?

So, if they're at different velocities, you entered them with key hits or a MIDI drum kit? This won't help your current projects, but in the future, you should be able to disable 'touch' or 'sensitivity' on the keyboard or drum kit for a constant velocity.
For current projects, you can split the non-2 and 4 hits and move them to another track, leaving the 2 and 4 hits in their own track, freely editable en masse.

The advanced selects can be invoked by selecting the clip, then from the menu:
 
Edit->Select->By Filter  
 
There's a beat option there under the "All non-special events" section.
 
Do this for beat 2 to beat 2, then use Process->Scale Velocity.
 
Then do the same for beat 4.

If the notes are 100% quantized, you can Select By Filter on the beat with the tick range from 0 to 0, but if they were recorded in real time, and you didn't hit consistently early or late, you'll need to do two selections for each beat - one that covers a range of ticks on or after the beat (maybe 0-30, depending on how tight your performance is), and one that covers the same range of ticks (e.g. 930-959) at the end of the previous beat.
 
I've often wished there was an option to specify ticks as a +/- tolerance around a beat for this purpose.
