Check the BIOS.  Auto power on can be set in the BIOS.

Perhaps it is detecting mouse movement and waking?

Perhaps it is waking up to apply updates?

I've seen some motherboards turn on a machine via USB activity (mouse/keyboard)... even if you have it "disabled" in the BIOS.  As was already mentioned, check all those power settings in the BIOS.
Never seen on spontaneously turn itself on (with no activity).

Another BIOS setting to disable is the ability to remote boot a machine via a LAN connection. Is your computer wired or wireless? There is a remote start built into Ethernet connectors, but should be off in BIOS by default. A computer must be wired to do this.

For "on" I don't have a clue.
 
For "off", I'd check for cpu overheating (More than likely, your thermal paste wasn't applied evenly).

There's a Windows command prompt tool called "powercfg" that will tell you what caused it wake up and what device drivers are set to allow this behavior:

I had this problem and in my case it was the network card. I believe what was causing it was one of the devices on my network that plays media files was periodically searching for media to play.
