Hi,
In Sonar Professional: Is there a way, when recording MIDI, for the track to complete a measure? (so that the measures are complete in order to copy and paste evenly with out having to stretch to fit) Thanks

With conventional MIDI clips, the clip boundaries are defined by the first and last events in the clip. One option is to manually add a 'dummy' event like CC64=0 (sustain pedal up) to define the end point.
 
A better option might be to convert the clip to a Groove Clip (Ctrl+L), which will automatically fill it out to a full measure. In some cases, the number of beats in the clip will be misinterpreted in which case you can go in to clip properties in the Inspector, and correct the Beats in Clip value. Converting to Groove Clip will also allow you to roll out contiguous iterations of the clip just be dragging the boundary rather than copy-pasting.

Easiest thing to do is turn on Snap to grid set to Measures and Slip edit the end (and or beggining) of the clip to the exact bar.
Also worth noting that the clips don't need to end at a measure to be copied and pasted properly when using Snap to grid set to 'By measures' for example. But, if you prefer the tidy look of whole clean clips use the method I described first.
