I want to be able to set a time for Sonar to record, and then stop.

You can use or make a software that sends a timed keystroke "R" to SONAR and then after a while a timed "[Space]". For example with Visual Basic.
Or you can record 2 days and then cut out what you wanted to record. SONAR has no problem to record 2 days.

Software products like "Autohotkey" are not able to make a absolute time (as 9:00) to record and stop (as 9:16). They can only set a delay in the range of seconds between record and stop. But never absolute time.
If recording must be set to an absolute time as 9:00 then scripting is in my opinion only possible with VB scripts (or Visual Basic). Because the script must have access to the windows timer.

If it's only a stereo recording most wave editors have timers settings. 
Also screen capture programs do this. I use Debut Video Capture to record webinars. You can then export just the Audio, just did this last night.
