Yes I seem to remember it happening that way once upon a time.
 
But I played around with it last night and couldn't get the metronome to switch off after the count in.

I did a few tests last night.
 
If I disable the playback and record metronome (both are NOT eluminated), I hear a 4 count then recording starts and no metronome is heard during recording

chuckebaby is right.  Under Preferences | Metronome you can have a metronome during recording or playback or both or neither.  And you can have a count-off with or without hearing it during recording or playback.
 
There is a metronome bus and it is always possible that got deleted, muted, or turned down.

No problem.
