It would not surprise me if the CC Map does not affect data as it is being recorded. Like any FX, it works on playback. It should modify the data when the FX is applied to the track though.

Yes!
Just tried Process MIDI effect and voila! it changed the CC7 to CC11.
I was hoping something could do it going in so I could tell what was going on but this is a start.

There are two ways to do that:

Intercept and remap the data before it hits SONAR using a tool like MIDI OX or Bome MIDI Translator.
Use a virtual MIDI cable in SONAR like LooBe1 or LoopMIDI. This works by using a MIDI track with the FX routed through the virtual MIDI cable to another instrument/MIDI track that drives the synth.
