You need to go thru all of your power management settings and device manager settings for your USB ports and make sure they are blocked from suspending.
 
 
 
I fixed my 16x08 driver problems by replacing them with UMC1820 drivers

Click on "User Control Panel" above the Search bar (useless; use the Google shortcut URL "site:forum.cakewalk.com searchterm/s"). It will open in the Edit Profile tab. Click on "Signature and Comment" in the left menu.

I changed the USB suspend setting and performance in system properties.  But the driver . .  Bob.  What up with the driver?  What kind of voodoo did you use to find a different driver?

I didn't Carrie.  I switched interfaces.  I'm using a Behringer UMC1820 instead of the 16x08.

Yeah, sorry guys.  It has to be the Tascam driver.  I can't imagine Sonar doing something different every time I start it.  I've made changes to the system in terms of power management and usb suspend, etc.  The audio drivers in preferences are pointing to  Tascam AISO 1,3,5,7,9, and 11.  That's pretty weird in itself.   I'm not ready to give up on it just yet, but I'm pretty discouraged.  I was just in Rapture and changed patches only to get a bunch of digital noise and a complete dropout.  My Roland XV started dropping notes.  I restarted Sonar; now it's telling me there are no audio devices available.  WTH. 
 
Sorry for the whining.  You are good folks with good ideas; I really appreciate the time and thought you've put into helping me out.  I'm going to play a little with the usb hardware then call it good.  Or bad, as the case may be.  :/

On my system I have to turn off the wi-fi or it causes all sorts of issues. This may be something to try.

It's a Sonar thing. It does this with all interfaces. It regards inputs as stereo pairs. So if you create an audio track, Sonar will ask you to pick the Left or Right channel, or both for stereo.

I have the 16x08 and am using it successfully on an old laptop. I recently moved from Win7 to Win10 and so far, no major issues.
 
So where to look for possible problem sources...
 
My Playback timing master is set to 1: US-16x08 ASIO Computer OUT 1,
Record timing master to 1: US-16x08 ASIO Analog IN 1,
Only Analog ins and Computer outs are selected. There are also Mixing driver checkboxes, but they are grey and not selectable on my PC.
 
Do you see a Generic low latency ASIO driver? That appeared after I'd moved from Win7 to Win10 and often Sonar took this instead of my interface. I had to physically disable it before Sonar let me enable my interface.
 
Also, when you lose your interface, is the orange USB lamp on the 16x08 still on?
 
In the Windows audio settings, I see the 16x08 has 2 entries, once as normal, once as mixer. I have the "normal" one set as default device.

That sounds exactly like the problem I was having.  Every program change would result in delay comp getting whacked out, requiring a PDC toggle in SONAR to get it corrected.  In other DAWs I had to deselect/reselect the 16x08 - almost every program/preset change.  I waited thru the driver updates for a fix, but it never came.  The problems/symptoms with the 16x08 were consistent across 3 different machines and a variety of software.  The problem was non-existent with other interfaces, so I finally gave up and went with the UMC1820 on a whim.
 
I do hear the digital gnat from time to time when changing presets, but it does NOT get confused in the process.
 
It's actually a great interface.
 
You are the first person I've found that describes the same symptoms.  I haven't ruled out hardware being a problem, but I'm not happy with the TASCAM process/charges.  $60 to diagnose, non-refundable unless I have them do the repair.  I pay shipping both ways ... no thanks and no more TASCAM for me.

I must try this. I was thinking of upgrading to the 20x20.
What is PDC and how do I toggle it?
